New-chunk generation is the single biggest lag source on survival servers — every explorer at the border makes the whole server pay. Chunky removes it up front: one command generates the world out to your border before anyone gets there.

Roughly proportional to area: a 3000-block radius is ~1.4 million chunks and typically runs a few hours. Start it from the console and leave it — Chunky resumes if the server restarts.
Generation is more CPU than RAM; 4 GB is comfortable. What matters is that pre-gen time is one-off — after it finishes you can run the world on a smaller plan.
